Dear Perspective Sea Cadet Family,
We are excited to hear of your interest in joining the DEALEY Division. Our unit is one of approximately 345 around the United States! Currently, DEALEY meets for weekly drill every Monday from 1900-2100 (7-9 pm) during the school year. Cadets are expected to arrive up to 30 minutes early and leave approximately 15 minutes past the end of drill. Due to the COVID-19 outbreak, we sometimes drill virtually online using Zoom. Please fill out our contact form form and we will send you meeting information for one of our upcoming drills. We ask the you attend and shadow two of our meetings before we finalize your cadet's registration. This will ensure that the perspective cadet and his or her parents are fully aware of the commitments required of this program.
Our unit level drill is a great opportunity to get to know other like-minded people from our community, learn about what it means to be a sea cadet, practice military drill and experience an introduction to naval life through instruction in basic seamanship and leadership. Unit drill is valuable in team building, engaging with the community and preparing cadets for the amazing array of advanced training opportunities (usually during the summer).
We are not a military recruiter. We are a youth leadership development program sponsored by the U.S. Navy. Our mission is to build leaders of character. We do so by offering America’s young men and women hands-on and experiential training in partnership with the Navy and its sister services, in order to instill the highest ideals of Honor, Respect, Commitment, and Service. If the cadet is interested in the military, this is a great program to prepare for military service. Many of our cadets go on to U.S. Service Academies, University ROTC or enlist. If not interested in the military, this is STILL a great program to develop leadership skills and improve the cadet's resume when applying for college or joining the workforce. The cadet must commit to the program in order to succeed. We know that there are family, school and sports commitments that compete with our program. The most successful graduates of our program manage those commitments and still attend most of our drills, events and training. We try to provide the best environment for success but ultimately is up the the cadet and family to put in the effort to succeed.

Eligibility Requirements
The following are essential requirements of membership as a cadet in the USNSCC. Each applicant must be able to meet all of the requirements contained in this section in order to enroll as a League Cadet or Sea Cadet. Furthermore, once enrolled, each cadet must continue to meet all of these requirements to remain enrolled.
- Age. An applicant to the NLCC must be at least 10 years old but not have reached his or her 14th birthday. An applicant to the NSCC must be at least 13 years old but not have reached his or her 18th birthday.
- An applicant must be a U.S. citizen or permanent legal resident.
- Suitability. An applicant must demonstrate to the unit commanding officer’svsatisfaction that he or she possesses the maturity, motivation, and leadership potential needed to excel in the USNSCC’s military training environment. The applicant must be willing to commit to actively participating as a cadet, including maintaining satisfactory attendance and pursuing advancement, training, and leadership opportunities.
- At a minimum, the applicant and his or her parent/guardian must truthfully affirm that the applicant:
- is unmarried, is not sexually promiscuous, and does not have any children,
- does not use, and rejects the use of, alcohol,
- does not use, and rejects the use of, illegal and/or recreational drugs,
- is not part of a criminal or street gang, and
- has no pattern of unfavorable interactions with the police, and has never been arrested or charged with a crime or a delinquent act in a court of law
- Physical fitness. An applicant must be able to participate in the basic required activities of the program, which include successfully completing all advancement requirements (see SECTION 5.07), particularly:
- a semi-annual physical fitness assessment, and (for Sea Cadets only) participation in an overnight recruit training and subsequent advanced training evolutions; and, at unit drills, training contingents, or activities, multiple hours per day of:
- team-building physical training activities and calisthenics,
- close-order military drill and formation,
- periods of classroom and practical hands-on instruction, and
- hands-on, often demanding, military training in the field or on Navy and Coast Guard ships.
- Medical history, immunizations, and exam. An applicant must fully and truthfully disclose his or her medical history, must complete a physical examination performed by a licensed medical practitioner, and must be up-to-date with common immunizations.
- Academics. An applicant must demonstrate that he or she is a student in good standing in a state-approved public, private, or home school. Once enrolled, the applicant must be able to complete self-paced, open-book correspondence courses on his or her own time.
- Waivers. It is only the truly rare case in which a waiver to one of the above requirements may be considered.

The application process included completion of forms (see links above) and submission of additional information. Use the following guidance while filling our the forms. For the block asking for "Unit" enter: DEALEY Division and for the "Region" enter: 01-2. For the initial application, leave the USNSCC ID blank. This information also applies when registering the cadet annually.
- Member Information (Page 1 and 2). This form contains all required personal and demographic information, contact information, agreements, releases, and certifications.
- Report of Medical History (Page 3 and 4). The Report of Medical History is to be completed by a parent or guardian, and shall be used to disclose all medical conditions, mental health conditions, hospitalizations or institutionalizations, allergies, and immunizations.
- The Report of Medical History must be updated:
a) annually upon re-enrollment;
b) upon any change to physical or mental health history; and
c) within 30 days of reporting to any NSCC or NLCC training. - If no changes have taken place in the cadet’s medical history since the last update, a parent or guardian may update the Report of Medical History by printing the date, printing “NO CHANGES,” and signing his or her name underneath the original signature block.
- The Report of Medical History must include a current list of all immunizations or proof of vaccinations.
- The Report of Medical History must be updated:
- Report of Medical Examination (Page 5 and 6). Prior to enrollment, and no less frequently than once per annual enrollment period, all cadet applicants must receive a physical examination (sports-type) and report the results to their Unit CO. This examination is to be conducted by a physician, physician’s assistant, or nurse practitioner. The Report of Medical Examination form will be used to record the results of this exam. A form from the provider’s office cannot be substituted for the Report of Medical Examination form because other forms may not record all of the information required, and the Report of Medical Examination form contains all required medical information in a format familiar to any first-responding USNSCC personnel. The evaluating clinician should note any reason why the applicant may not fully meet the enrollment criteria. The Report of Medical Examination with a medical provider’s endorsement must be updated: a) once in each enrollment period, with no more than 15 months between exams; and b) upon any significant change to physical or mental health, to include major injuries, major illnesses, surgeries, concussions, hospitalizations, institutionalizations, or instances of self-harm or attempted self-harm.
- Medical History Supplemental (Pages 7 and 8). Prior to enrollment, cadet applicants who may require regular administration of any prescription or non- prescription medication during unit drills must submit a completed Medical History Supplemental. This form includes information about the medications, their dosing, instructions for administration, side effects, contraindications, and consequences of missing a dose. For over-the-counter medications, the form need only be signed by a parent or legal guardian and the unit Commanding Officer. For prescription medications, the form must also be signed by the prescribing medical provider. Cadets who do not require medications shall submit the Medical History Supplemental form signed by a parent or guardian upon enrollment, with “N/A” written across. The Medical History Supplemental must be updated: a) whenever there is a change in a medication, dosing, or administration instructions; and b) each time a cadet is attending a training.
- Request for Accommodation (Pages 9 and 10). As described in USNSCC Regulations, Section 5.02, and Section 0110 below, the USNSCC accepts qualified applicants who, because of a disability, require some reasonable accommodation to non-essential policies and procedures in order to meet all requirements of membership in the USNSCC. Cadets who do not require an accommodation should still submit this form signed by a parent or guardian upon enrollment, with “N/A” written across the front.
- Proof of Medical Insurance. If a cadet has medical insurance coverage from any source, they shall provide proof of that coverage in the form of a copy of their medical insurance card (front and back), or an eligibility letter which includes their group, plan, and/or policy number. Cadets covered by TRICARE may not make a copy of their dependent identification card, and may obtain an eligibility letter through TRICARE. This copy will be updated any time there is a change in the cadet’s coverage.
- Record of Immunizations. The USNSCC requires all potential cadets to submit a current record of all immunizations, on any form provided by the family physician or state department of public health. All applicants and cadets must demonstrate compliance with the current recommended immunization schedule (including, if applicable, a catch-up schedule) issued by the U.S. Centers for Disease Control and Prevention (CDC). In order to minimize the risk of transmitting communicable diseases within the tight, shared living conditions at most USNSCC training evolutions, and in light of the possible presence of immunocompromised individuals enrolled pursuant to an approved Americans with Disabilities Act accommodation, the USNSCC is unable to -- and will not -- grant waivers to this policy for personal, religious or other non-medical reasons.
- Report Card. Unit commanding officers may, but are not required to, request that applicants provide a copy of their most recent report
